TfL Launches DLR Extension to Thamesmead: 30,000 Homes East London 2026

Key Points

  • Transport for London (TfL) has launched a public consultation on extending the Docklands Light Railway (DLR) from Gallions Reach to Thamesmead, creating two new stations: Beckton Riverside and Thamesmead
  • The scheme involves a 1.5km twin-bore tunnel beneath the River Thames, connecting Newham to Greenwich
  • The extension targets two of London’s largest remaining brownfield sites, potentially supporting up to 30,000 new homes and 10,000 new jobs
  • TfL anticipates completing a comprehensive business case and funding strategy by autumn 2025, with planning application aimed for 2026
  • The project is estimated at £1.7bn, with market engagement for contractors started in November 2025
  • The DLR extension was approved in the Autumn 2025 Budget
  • If approved, the extension could be operational by the early 2030s
  • The Thamesmead station will be located on Cannon Retail Park, which would disappear if Thamesmead Waterfront development is built
  • The consultation period opened 5 February 2024 and ran until 18 March 2024, with a second consultation launched in June 2025 open until 17 August 2025
  • Funding partners including boroughs, developers, landowners, government departments, and the Greater London Authority have provided approximately £1.5m for feasibility work

East London (East London Times) June 8, 2026 – Transport for London has opened a new public consultation on its plans for extending the Docklands Light Railway (DLR) from the south of Newham beneath the Thames into Greenwich, creating two new stations—one on each side of the river. The scheme would see a new DLR branch begin between existing Gallions Reach and Beckton stations, connecting to a Beckton Riverside station opposite Gallions Reach Shopping Park and a Thamesmead station on the south bank via a tunnel running beneath the Thames.

Why Is TfL Launching This DLR Extension Consultation Now?

As reported by the BBC on June 23, 2025, TfL says the scheme could unlock up to 30,000 new homes and 10,000 new jobs. The extension would facilitate development in two areas with housing and amenities, which TfL describes as

“among the largest remaining brownfield sites in London”

and between them potentially able to “support up to 30,000 homes”.

How Will the DLR Extension Actually Work?

The proposed DLR extension from Gallions Reach to Thamesmead via Beckton Riverside would connect two Opportunity Areas and four development sites, according to Royal Greenwich Council.

A new DLR station would be built at Beckton Riverside, with a tunnel built under the River Thames linked to another new DLR station at Thamesmead.

As reported by CITA on November 6, 2025, the 3km line will branch off from Gallions Reach in the Royal Dock area and run on a viaduct through Beckton Riverside before diving into a 1.5km twin-bore tunnel under the Thames to reach a new elevated station in Thamesmead town centre.

Two new stations are planned: one at the heart of the Beckton Riverside development, the other at Thamesmead Waterfront on Peabody’s 100-hectare regeneration site.

Where Will the Thamesmead Station Be Located?

As reported by Greenwich Wire on June 23, 2025, TfL has confirmed that the station would be sited on the Cannon Retail Park. TfL says the location was chosen because it

“would best serve existing residents of Thamesmead, as well as the planned development of Thamesmead Waterfront”.

The entire retail park would disappear if the Thamesmead Waterfront development is built.

What Is the Timeline for Construction?

As reported by the London Evening Standard on April 17, 2023, the Mayor said TfL hoped to be able to submit a planning application for the scheme at some point in 2026.

As reported by the Greater London Authority on September 25, 2024, TfL is working with partners to assess the case for the scheme and define costs, with a planning application or Transport & Works Act application aimed for 2026.

As reported by Greenwich Wire, if approved, TfL says the extension could be up and running by the early 2030s. TfL anticipates completing a comprehensive business case and funding strategy by autumn 2025.

How Much Will the Project Cost and Is Funding Secured?

As reported by CITA, Transport for London has started market engagement for the planned £1.7bn Docklands Light Railway extension to Thamesmead.

As reported by the Greater London Authority, funding partners including boroughs, developers, landowners, government departments and the Greater London Authority have provided approximately £1.5m for feasibility funding to progress the design. However, funding for construction is not yet in place.

As reported by Greenwich Wire, the DLR extension to Thamesmead was approved in the Autumn 2025 Budget.

Who Is Behind the Gallions Reach Shopping Park Development?

The owners of Gallions Reach Shopping Park, Edinburgh-based Aberdeen Standard Investments, have in the past expressed a wish to enlarge the site into a fully-formed town centre, adding housing and commercial premises.

It was subsequently announced by TfL in December 2020 that the company would contribute to the £1 million cost of a feasibility study for the DLR scheme.

What Is the Current Consultation Period?

The consultation is open from 5 February 2024 to 18 March 2024, according to Royal Greenwich Council. A second consultation began in June 2025 and is open until 17 August 2025, according to the BBC.

Residents and businesses are encouraged to participate by Monday 18 March or attend in-person drop-in sessions at haveyoursay.tfl.gov.uk/dlr-extension.

How Will This Connect Four Development Sites?

The proposed DLR extension would connect two Opportunity Areas and four development sites, Royal Greenwich Council reported.

The feasibility work is nearing a single option stage, with a preferred package of a DLR extension from Gallions Reach to Beckton Riverside and Thamesmead combined with Bus Transit from Woolwich to Thamesmead and Abbey Wood.

Background: The Development History Behind the Thamesmead DLR Extension

The Thamesmead DLR extension project has evolved over more than two decades. In December 2020, TfL announced that Aberdeen Standard Investments, the owner of Gallions Reach Shopping Park, would contribute to the £1 million cost of a feasibility study for the DLR scheme.

The Edinburgh-based investment firm had previously expressed ambitions to transform the shopping park into a fully-formed town centre with housing and commercial premises.

Feasibility work progressed through multiple phases, with funding partners including boroughs, developers, landowners, government departments, and the Greater London Authority providing approximately £1.5m total for design development.

This work focused on supporting 20,000-30,000 potential new homes in Beckton Riverside and Thamesmead.

The project reached a critical milestone when the DLR extension to Thamesmead was approved in the Autumn 2025 Budget. By November 2025, TfL had started market engagement for contractors for the planned £1.7bn project.

The scheme design settled on a preferred package involving a 3km DLR line branching from Gallions Reach, running on a viaduct through Beckton Riverside, then diving into a 1.5km twin-bore tunnel under the Thames to reach Thamesmead town centre.

Prediction: How This Development Will affect East London Residents and Communities

The DLR extension to Thamesmead will directly affect multiple audience groups in East London. For existing Thamesmead residents, the new station on Cannon Retail Park will provide direct DLR access to central London for the first time, potentially reducing travel times significantly.

Current residents will gain access to transport services running every 8-10 minutes to Thamesmead once operational.

For prospective homebuyers, the development could unlock up to 30,000 new homes across Beckton Riverside and Thamesmead, substantially expanding housing options in East London. The 100-hectare Peabody regeneration site at Thamesmead Waterfront will become viable with the new transport link.

Local businesses in Thamesmead town centre will face disruption as the Cannon Retail Park disappears during development, but the revitalised town centre ambitions of Royal Borough of Greenwich could create long-term commercial opportunities. The project’s potential to deliver 10,000 new jobs will affect the local employment market.

For commuters from Newham and Greenwich, the connection between two Opportunity Areas will improve cross-river mobility, eliminating current reliance on road crossings. The combined DLR extension and Bus Transit from Woolwich to Thamesmead and Abbey Wood will create integrated transport options.
