The targeted enforcement effort was carried out through collaborative working between the Havering Joint Task Force (HJTF), EA Pro-active syndicates, and the Met Police MO7 Interceptors unit. The operation directly targeted motor vehicle crime, persistent anti-social behaviour, and suspects connected to broader criminal activity across local communities.

How Did the Pursuits and Arrests Unfold Across Havering?

The proactive enforcement action saw several incidents develop across various locations in Havering after vehicles failed to stop for officers.

In Harold Hill, a stolen motorcycle refused to stop when signaled by police. Officers initiated tactical contact to bring the chase to a safe conclusion on Retford Road. An adult male was arrested at the scene on suspicion of vehicle theft, dangerous driving, driving without a licence, and driving without insurance. The stolen motorcycle was successfully recovered.

During a separate incident on Lower Bedfords Road in Harold Hill, two e-bikes failed to stop for officers while travelling at speeds between 40 mph and 50 mph. A 16-year-old male was processed at the scene for driving offences, while a second rider decamped into nearby residential gardens and evaded capture despite an extensive search. Both high-powered e-bikes were seized by police.

In Upminster, officers observed two males riding a Sur-Ron type vehicle. Following a pursuit into Hornchurch, the vehicle collided with street furniture. Police confirmed that no injuries were sustained during the collision. A 15-year-old male was subsequently prosecuted for driving offences, and the vehicle was impounded.

In a further incident through Hornchurch Town Centre, two additional Sur-Ron type vehicles failed to stop for a marked police car. One rider dropped his vehicle outside the Hornchurch Leisure Centre and was quickly detained. The 15-year-old male was prosecuted for multiple driving offences, and the bike was seized.

What Did Police Leadership Say Regarding the Enforcement Action?

Following the successful operation, Acting Inspector Ben Tanner of the Havering Joint Task Force outlined the scope and rationale behind the proactive enforcement.

Tanner stated that last week’s operation sends a very clear message that officers will not tolerate the illegal and reckless use of high-powered vehicles on borough streets. He emphasised that these vehicles pose a significant danger not only to pedestrians and other road users, but also to the riders themselves.

Tanner further explained that while legal electrically assisted pedal bikes offer a sustainable way to travel, the vehicles seized were found to be heavily modified or built as high-powered electric dirt bikes capable of reaching speeds well in excess of 40 mph. He clarified that these vehicles are therefore legally classed as motorcycles, meaning they require formal vehicle registration, tax, insurance, a valid driving licence, and the mandatory use of an approved motorcycle helmet.

Directing a warning toward families, Tanner issued an appeal to parents ahead of the autumn and winter months, urging them to fully understand the legal restrictions before purchasing electric bikes or dirt bikes for young people. He warned that minors caught riding these vehicles can face heavy fines and receive penalty points that will directly impact their ability to obtain a driving licence and vehicle insurance in the future.

Tanner encouraged members of the public to continue reporting the anti-social and dangerous use of these vehicles to the police by calling 101 or submitting details online, including information on where the vehicles are stored or hidden. Tanner concluded by reiterating that riding these vehicles on public roads, pavements, and local parks is entirely illegal, assuring residents that his officers will continue to conduct overt and covert proactive operations within Havering to seize illegal vehicles and prosecute offenders.
