Published recently, the plan projects up to 200,000 square metres of additional office space—equivalent to more than 30 aircraft hangars—alongside 500 new homes and 11,000 jobs by 2040. It aims to protect Shoreditch’s unique heritage amid its booming creative economy, with public consultation open until 9 March 2026.

What is the Future Shoreditch Area Action Plan?

The Future Shoreditch Area Action Plan, as detailed on the Hackney Council news site, sets out a vision for the neighbourhood until 2040, influencing future planning decisions. As reported by the Hackney Council press release, it provides a detailed planning framework to balance economic growth with community needs, protecting architectural character and enhancing quality of life for residents, workers, and visitors.​

According to the official Future Shoreditch page on hackney.gov.uk, the plan shapes growth to deliver well-designed public spaces, affordable homes and workspaces, improved air quality, high-quality developments respecting heritage, and more local work and training opportunities. It builds on eight years of engagement, incorporating feedback from local people, businesses, and groups on key issues and opportunities.​

The plan identifies 15 opportunity sites collectively capable of delivering around 500 new homes, 200,000 sq m of office floorspace, and 15,000 sq m of retail and community floorspace, as stated in the council’s announcement.

What developments does the plan propose?

New development under the plan could contribute more than 30 aircraft hangars’ worth (200,000 sq m) of additional office space, up to 11,000 new jobs, 500 new homes, and 28 projects for greener, safer, and more welcoming streets and public spaces. “Shoreditch is one of London’s most significant economic growth success stories, and Hackney Council wants to see that growth continue. The Future Shoreditch Plan identifies development that can deliver new office space, new homes, new retail, hospitality and cultural spaces, new public spaces and create jobs for local residents.”​

He added:

“The Future Shoreditch Plan sets out how good growth can be delivered in a creative and innovation led economy that supports enterprise and entrepreneurs to start up and scale up, creates jobs while enhancing the neighbourhoods architecture and heritage, delivering genuinely affordable homes and workspaces, and improving streets and public spaces for residents, visitors who live and work in this unique part of central London.”​

Policies maximise affordable housing opportunities, prioritising social rent and intermediate tenures such as London Living Rent, Hackney Living Rent, and Key Worker Living Rent.​

Why was the plan developed?

Shoreditch holds a global reputation as a Hackney neighbourhood where creative, innovative enterprise meets a vibrant cultural and arts-led economy, having seen phenomenal growth in recent years. The Area Action Plan captures this context and has been shaped by more than 250 local residents and businesses.​

As outlined on hackney.gov.uk, over the last eight years, the council has gathered evidence and conducted multiple consultations: initial issues consultation in July 2017, issues and options in February 2018, draft plan in June 2019, review in summer 2023, and Direction of Travel from July to September 2024. This feedback informed the proposed submission area action plan (AAP) addressing issues over the next 15 years.​

The plan responds to the need to spread development benefits inclusively, as noted in earlier council regeneration objectives for Shoreditch.​

How can the public participate in the consultation?

A public consultation on the final version of the Plan is live until 9 March 2026 (updated from initial reports), an important stage before submission to the Planning Inspectorate. Councillor Guy Nicholson remarked:

“There is now an opportunity for you to contribute to this good growth plan, you can have your say about your priorities for Shoreditch and help shape Shoreditch’s future.”

The consultation runs from 26 January to 9 March 2026, with options to view the proposed submission draft (PDF 15.7MB), supporting documents, and evidence base via Google Drive links on hackney.gov.uk. Comments can be emailed to [email protected], or hard copies accessed at libraries including Clapton, Dalston C.L.R James, Hackney Central (reopens 2 February 2026), Homerton, Shoreditch, Stamford Hill, and Woodberry Down.​

What happens after the consultation?

Once consultation closes, feedback will be recorded and submitted with the AAP to the Planning Inspectorate for examination in summer 2026, with adoption in 2026/2027. The approved plan will form the framework for planning decisions in Shoreditch alongside the borough-wide Local Plan 2033.

What is the context of recent Shoreditch developments?

In related coverage by Samir Jeraj of Hackney Citizen (9 February 2026), a decision on the ‘Shoreditch Works’ redevelopment by Linea Properties Ltd was postponed after councillors voted 5-2 against officers’ recommendation to reject it. The scheme proposes a 19-storey office block for 4,150 workers, 40 new residences (increasing site total to 78 homes, 35% at social/intermediate rent), but officers deemed the Verso tower “obtrusive,” incompatible with character, and failing affordable housing (50%) and workspace (10%) quotas.​

Officers noted demolition of post-war offices would erase industrial history, with only one family-sized social rent home planned. Objections came from three public letters, Victorian Society, Historic England (harm to Grade II* listed terraces by Philip Webb), Hackney Society (scale, density, emissions), and Islington Council (impact on Bunhill Fields cemetery).​

Supporters included 61 letters, Shoreditch Trust, City of London (suitable height/density), and City Hall (in principle, pending London Plan compliance). Cllr Guy Nicholson told the Local Democracy Reporting Service:

“[The developer] committed to create more affordable workspace and bring forward the phase of the development that would include refurbishing [the] terrace of listed buildings.”

Amendments will be resubmitted for a future meeting.
